NOTICE OF INVITATION FOR INTERNATIONAL BID LEMI NATIONAL CEMENT PLC

Lemi National Cement Plant, with a daily clinker capacity of 10,000 tons, operates under the East Africa Holding Group and WIH JV Energy Office.

To enhance energy efficiency and reduce reliance on coal, the company plans to implement a cutting-edge oxygen-enriched combustion system using membrane separation technology.

Hence bidders are expected to:

1. Bidders are hereby invited to submit technical proposal and financial offer separately with one original and three copies in a sealed envelope for the assignment described in the Tender documents.

2. All bidders shall provide a Certificate of Registration from the relevant  government body or above renewed License and other appropriate documentary evidence demonstrating the bidder’s compliance, which shall include:

Ø  Trading License renewed;

Ø  Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at the bid submission date;

Ø  VAT Registration Certificate;

3. Bidding will be conducted through national competitive bidding procedures as specified and defined in the Bidding Document.

Qualification Criteria

1.      Interested eligible bidders may obtain further information from Lemi National Cement PLC, and inspect relevant design documents at the address given below during working hours from Monday to Friday.

2.      A complete set of bidding documents can be purchased by interested bidders at the address below local working hours from Monday to Friday. The cost of the bid documents is Birr 400

3.      Bids shall be valid for 90 days after bid opening and must be accompanied by a bid security 2% of the total offered price in the form of a Bank Guarantee or CPO. Late bids shall be rejected. Bids must be delivered to the address below on June 17, 2025, before 10:00AM local time and closed exactly at10:00AM . 

4.      Bids shall be opened on the same day (June 17, 2025 at 10:30 AM) in Addis Ababa, Lemi National Cement PLC, JV Office, in the presence of interested bidders or representatives who choose to attend the bid opening.
